Penumbra, an independent third-party testing laboratory was established in 2011 as a vehicle to provide information security conformance testing and product evaluation services to companies seeking standards compliance. Currently based outside of Portland, Oregon, Penumbra is the world’s leader in postage evidence system (PES) standards, conformance testing, security assessments and audits. Penumbra supports the world’s largest postal markets: USPS, Deutsche Post A.G., UK Royal Mail, and the Canada Post Corporation (CPC) amongst many others.

The backbone of PES testing is predicated on the Federal Information Processing Standard FIPS PUB 140-2. Penumbra is accredited by the National Institute of Standards and Technology (NIST) National Voluntary Laboratory Accreditation Program (NVLAP Laboratory Code 200983-0) for test methods for FIPS 140-2 Levels 1-4, security requirements for cryptographic modules, and for testing of approved security functions. Penumbra has been accredited lab since 2012; however, their experienced staff have been part of the FIPS program since its instantiation.
